Referrals are made through Children's Administration and the Office of Refugee Resettlement Division of Children's Services.
With Therapeutic Foster Care (TFC), the foster household is viewed as the primary treatment setting. The foster parents are trained and supported to help the children reach their therapeutic goals and prepare for adulthood.
